city i know their finances are a disaster from reading your blog so what's what's the status there. so detroit at one time had a million three people in it now has about seven hundred thousand people in it they've walked down the infrastructure size the municipal infrastructure size over the years but really hasn't been reduced enough to be able for the tax base to support it they're running the city budgets about a billion three and they're running about one hundred million dollars deficit this year they've been in a ballet with the state to get some proceeds of a bond offering that the state doesn't state did on their behalf but the city council it's been just been sort of playing games and i think the governor there is fed up with the situation snyder and they just passed in legislature a law that would. allow a municipality that's in distress like detroit to either choose an emergency manager go directly into chapter nine bankruptcy or do a couple of steps that would allow them to manage through the you know their fiscal stress so what do you think it's going to be do you think

city government are data sets that i think show us in a very positive way. from my perspective, it's important for us to keep on pushing data sets that allow us to deal with the sometimes imperfections in city government. to figure it out, where it is we need to take risks, we are we can be more entrepreneurial, where we can be more transparent and frank little more accountable to all of you as the residents and as our customers here in city government. and this is why i am proud tomorrow to help move forward legislation that my staff has been working closely with jay nath and mayor leon that will real i do three things. first of all, it will create a chief data officer because we need one person who is responsible and accountable for moving forward our open data agenda. secondly, we're going to require every department in the city to have a representative who is responsible for data so you can go to our transit agency, our police department, any of our 50 plus departments and know who can help you get the data that we need. thirdly, we need to make sure tha

almost 200 students in our city are not on track to graduate from high school -- excuse me, 2,000. 2,000 students, a large number of them, largely coming from district 10, the bayview, visit visitacion valley. we know one of the greatest economic barriers and disadvantages to our youth can -- disadvantages that our youth can have is not finishing high school. we see it every day. and in looking at the school district's data it's clear the vast majority of students that are not on track to graduate are students of color and those who speak english as a second language, or english as their second language. i believe that, as a city and as a member of the board of supervisors, we need to give this population of students additional courses, and an opportunity to invest in enrichment programs that can help some of the students succeed in school, if not all of them. additionally in reviewing our end of the year budget, and revenue projections, it's clear that our city is in much better financial position than we were a few years ago. and i believe that with the reduction in the supplemental th
